Perhaps they mean the software product by Lugaru Software, Ltd. Epsilon
is an "an advanced EMACS-style programmer's text editor for Windows,
Linux, FreeBSD and OS/2."

I can certainly understand why someone might confuse this with a GNU
project. But it is definitely un-"free" software (250/copy).
