Thanks for reporting this problem. There seems to be some problem at
the site router level. The system is up but completely inaccessible
from anywhere other than the local Boston LAN.

Well... There is a story there. The git service had moved. But then
I had to recall it because there were issues that hasn't been dealt
with yet. It has actually moved back and forth a couple of times. It
will be back on the new server soon. But that is why it is appearing
to work for you while cvs isn't working.
But it isn't a fault on the cvs server as far as I can tell. It
appears to be a site router problem. I will report it to the FSF
sysadmin.

For the interim I will switch the DNS for cvs back to the old server.
That will bring cvs back online. Monday morning FSF sysadmin will
figure out the problem with the network connectivity. We will switch
it back and continue.
