Thank you for raising this issue.
As you've requested, we've started a review of the situation and hope to come 
up with answers soon.
(note that the debate is not about requiring a fee for GPL'd software - only 
about hosting such cases on savannah.)

As a partial solution, an early version source code used for the project 
registration 
and is available here:
  http://savannah.gnu.org/submissions_uploads/retux-2015-10-27.tar.gz
