    There are submissions in the pending list that are in progress or 
    waiting for a reply for one or two years. Why not delete them?

If the OP has failed to reply to us for >1 year (or >1 month, for that
matter), by all means, delete.

If there are cases where the original savannah evaluator is the one who
dropped the ball, those should be picked back up, that is, checking with
the OP if they are still interested.
