Greetings! Considering using cvs2git for a migration, which needs a
local copy of the repository. Can I retrieve one via rsync or some
other method?

I think it's rsync vcs.sv.gnu.org::sources/gcl/ ...
Also, FWIW, I've never done it, but
http://savannah.gnu.org/maintenance/UsingGit talks about using
git-cvsimport.
