Follow-up Comment #2:
On www.gnu.org, the basic idea is to have a file index.html for English and
index.de.html for German. Then it's possible for the server and browser to
negotiate what language to use.
I've never looked into translation on nongnu.org, but I imagine it could work
similarly.
In addition to the W3C reference Alex gave, reading on apache.org can be
helpful.
