Yes, that's true, the only problem is something like this:
Anonymous as true user: "I will not longer user savannah, delete
project and account".
Admin: "Ok, done"
true user: "I did never requested that!"
Admin: "We can't undo account deletions"
lol, is very unlikley but it may happen.
