It seems to me that it doesn't work.

The last two changes to
http://web.cvs.savannah.gnu.org/viewvc/www/licenses/.symlinks?root=www&view=log
were 2.5 days and 1 hour ago, but the relevant pages still give 404:

http://www.gnu.org/licenses/gpl-2.0.xml
http://www.gnu.org/licenses/gpl-1.0.html

IMO it's more than enough as it is now, provided that changes actually
propagate :-}
