[Savannah-hackers-public] Tracker notication settings

Hi,

I changed the support tracker notification settings so that when
somebody sets Privacy = Private:

- the item is switched to category "Private".

- this category notifies savannah-help-private instead of -public

- the notification to -private also works for follow-ups


Previously, Privacy=Private triggers a one-time notification to
-private, and only the hacker in charge of the item got notifications
of follow-ups (not very useful).


This is ugly, it would be better to setup a private notification list
in Savane, but if you have the time to implement that you're welcome
:)
