Follow-up Comment #3, bug #61026 (project reproduce):
Autoconf and automake are built in _high-level.mk_ . Using the host system
_autoconf_ (which might not exist) in _basic.mk_ would be a regression in
terms of reproducibility.
Alternatively, shifting autoconf into _basic.mk_ and making it a prerequisite
for _coreutils_ might work. However, that would imply that _autoconf_ is built
with some host system tools instead of those built by _coreutils_. This would
disrupt some of the reproducibility that we currently have. Disrupting this
sequence without a lot of testing is probably not a good idea.
