OK, thanks for the clarification. All in good time. :)
Maneage is so far developed mostly by just one person, with a small bunch
contributing - I agree that this should be one of the lower priority tasks. On
a 5-10 year time scale, I think it's reasonable to expect that updates to TeX
live (or its successor) will not be too difficult, and the probability of the
updates compromising packages' reproducibility is low.
