i could not find it either - i assume that someone had a very
specific experience with one forge

without the "forwards elsewhere" bit, i see some value in that
criteria though - it is possible (if not likely), that some forge
will want to avoid operating an email service; and may only allow
registrations via some third-party login service API, such as
google, github, etc

perhaps "forwards elsewhere" was suggesting that users should be
able to decide, to where their registration confirmation is sent
(eg: their email provider), rather than the limited set of
third-party login providers, chosen by the forge
