checklists for notabug.org , sr.ht , and pagure.io

i populated the checklists for notabug.org and sr.ht, based on
the most recent evaluations of each - the sourcehut checklist
appears to be complete - notabug still has some pending items

the pagure.io checklist is empty - there is no data available
on this mailing list; but the FSF may have some information,
based on their internal review - codeberg.org has also been
suggested; but i dont know that anyone has reviewed it, so i did
not instantiate a checklist

if anyone has more data for any of these, the checklists are on

to enter the data, simply delete the 'TODO' for any passing
criteria, or replace the 'TODO' for failing criteria, with some
notes explaining the evidence/rationale
