For the time being yes, for two main reasons:
  * when we started rdiff-backup did not run properly in Windows
  * as I haven't heard any requests for a Windows port, and we don't
need one.

It should also run on windows, but I'm sure it will need tweaks.
Of course, help with such a port will be much appreciated... :)

P.S. Speaking of new features, the development versions has support
for much more flexible DB dumps, nicer load characteristics (via nice),
and traffic shaping (via trickle), all just one setting away :)
