Thank you very much.
Too many mirror markers was the problem.
I was not using --delete during the rsync operation.
Removing the old mirror markers was the immediate solution. They were
easy to identify when looking at the contents of rdiff-backup-data
directories on the two systems.
Adding --delete to the rsync is the long term solution.
