why should we need to specify the directories as additional params?

wouldn`t it be enough to put that .NOBACKUP into specific dirs, tell 
rdiff-backup to watch out for those - and that`s it?

this looks quite similar for something i always used with EMC/Legato Networker 
(.nsr directive)
