You problem is probably those specs. Rdiff-backup is very cpu intensive.
Also, on large files we found massive speedups going to python2.3.
there is an unofficial sources list for python2.3 on apt-get.org.
get that, then get the rdiff-backup source and build it against 2.3 not 
2.2. While you are there, get the latest librsync - there is a bug in 
some large file support with it.
