I had a lot of the same problems  and googling to no end suddenly I 
found this file at rpmfind...

rdiff-backup-0,13.3-1mdk.i586.rpm  ...make sure of the exact number.
librsync1-0.9.6-1mdk.i586.rpm must be installed first.
Well it installed and rdiff is working fine with python 2.3.
Seems an interresting application...been trying it.
