Follow-up Comment #1, patch #4032 (project rdiff-backup):

What problem does this patch solve?  (It's from a few months ago, so maybe the
issue came up on the mailing list then.)

But as-is this patch is wrong---if, when change_perms is off, uid/gid are not
compared, then uid/gid updates would not be noticed even when they should be
recorded in the metadata file.

Also if change_perms is on, permissions should not be changed, that is the
point of the global.
