If you have a look at it with the web client:
http://cvs.savannah.nongnu.org/viewcvs/ratpoison/debian/?root=ratpoison
...you can see that no files in the debian directory are newer than
three years.
Changes has been made in the debian packaging since then, but those are
only available within debian itself, as far as I know. Last year I
brought this up in the following thread:

Which reads that commit access could be given, but I don't know if it
ever happened.
Jonathan, could you please give us an update on this?
Myself, I fetch the upstream CVS and then replace the debian-directory
in my build script[1]. It's broken at the moment, because dpatch fails
applying a patch partially implemented in CVS.
