[RP] Dockapp patch

Hi,

While everyone else is plugging their patches, I thought I'd plug mine.
It gives ratpoison basic dockapp support.  There are some apps that
don't play well with it still, but if I hear any interest about fixing
it I will.  Basically I've been using it for a few months and it has
worked well enough for me.
