Hm ... it works for me (I use UTF-8, but ISO-8859-15 works as well):
$ quilt pop foobar
Patch foobar is not in series
$ LANG=fr_FR.UTF-8 quilt pop foobar
Le patch foobar n'est pas dans la série
I found the following line was still missing in bin/quilt.in:
export address@hidden@
This caused ``quilt -h'' to display the English text if the messages are not
installed in /usr/share/locale.
