Is there something strange with your mail software?
I assume the greater-than signs ('>') above are supposed to
be '\' but something is changing them to '>'.

So the next question: where does 'ROOT' come from?
web.xml should be in webapps\utils\WEB-INF - not
webapps\ROOT\utils\WEB-INF.

At least that's how I assume it would be under XP.
I haven't actually tested this under Windows, at
least not recently.
