[RFC PATCH v2 73/78] hw/watchdog/wdt_diag288.c: add fallthrough pseudo-keyword

In preparation of raising -Wimplicit-fallthrough to 5, replace all
fall-through comments with the fallthrough attribute pseudo-keyword.
