Sorry I've let this sit for so long.
I discussed the overall model here with BenH, including how we'd adapt
it for PHB4 support on POWER9. We did come to a consensus on what
I think is the best way to balance the need for hardware accuracy
against qemu's desire for uniform configuration with -device.
So, first, the overall comment on that: I think the way to go is to
have all a chip's PBCQs *always* instantiated (even with -nodefaults)
according to the chip's specs. The actual PHBs would be instantiated
with -device, and plug into an appropriate existing PBCQ.
Now, I think we might be able to do that entirely within the QOM/qdev
model by creating a suitable pseudo-bus or buses, but I'm going to
need a bit more research on that.
Because the powernv model isn't migration stable across versions I'm
ok with applying something ad-hoc initially then revising it.
