[Qemu-ppc] [PATCH v5 0/4] POWER9 TCG enablements - BCD functions part I

 - improve zoned loop by using one index

 - throws invalid for any instruction not implemented by default
 - creates a function to compare bcd value to zero

 - changes get_national ret. type to uint16_t to handle invalid encoding
