You don't need to use libvirt AFAIK, everything can be done manually if you so prefer.

The arch wiki guide on PCI passthrough or reddit.com/r/VFIO can help you find your way.

.. but before that you should configure your host properly for iommu
and vfio. libvirt can automate this routine tasks, try it instead of
using qemu directly.

Thank you for your followup.  Is there a way to do this without
introducing libvirt?  Does qemu not have a direct PCI passtrhough
mechanism?  qemu-4.1.1
