I found it out!

Long story short.
Boot Ubuntu Server with GTK, SDL or VNC.
As root edit /etc/default/grub and uncomment the line "#GRUB_TERMINAL=console"
As root run the script "update-grub2"
Halt the system
Now you can reboot as -ncurses!

Long story.
For Ubuntu Server (I tested both 14.04 and 16.04) GRUB is configured
to use an 800x600 framebuffer.
Even if there's no graphics displayed and no splash screen: just plain
text mode boot.
It's a server, after all!
I'd say this is a misconfiguration of GRUB: by default a server should
never try to use any kind of graphics.
