3 Simple questions to check first:

1. Are the serial ports emulated as PCI or ISA bus devices?

2. If emulated as PCI, do they show up if you run lspci inside the Guest?

3. If emulated as ISA, is the Guest kernel set up/compiled to allow more
than 2 legacy serial ports and sharing of serial port interrupts, both kernel
config options are needed to use more than 2 legacy ISA serial ports
(unless you do some really oldfashioned tricks with emulated
nonstandard IRQ assignments, kernel/module commandlines and
the setserial program).  For non-Linux guests similar issues apply.
