Bug report: QEMU/KVM: INIT-SIPI-SIPI while CPU is in SMM fails smp boot

Hello QEMU/KVM folks

I’m hitting a racy SMP boot issue with edk2/OVMF secure boot. It is caused by 
the race
when SIPI is issued while CPU is in SMM.

I’d like to know whether there is anything we can improve from QEMU/KVM 
perspective.
