Implement dirtyrate calculation periodically basing on
dirty-ring and throttle vCPU until it reachs the quota
dirty page rate given by user.

Introduce qmp commands set-dirty-limit/cancel-dirty-limit to
set/cancel dirty page limit on vCPU.
