This is the same than:

  rules:
  - if: '$CI_PROJECT_NAMESPACE == "qemu-project" && $CI_COMMIT_BRANCH ==
$CI_DEFAULT_BRANCH'
  - if: '$CI_PROJECT_NAMESPACE != "qemu-project"'
  - when: never

But in your case defaults are explicit, so better.
