[PATCH 07/55] target/arm: Implement MVE WLSTP insn

Subject: [PATCH 07/55] target/arm: Implement MVE WLSTP insn

Implement the MVE WLSTP insn; this is like the existing WLS insn,
except that it specifies a size value which is used to set
FPSCR.LTPSIZE.
