[RFC PATCH 0/7] cpu: Move CPUClass::has_work() to TCGCPUOps

Hi,

cpu_has_work() isn't used out of TCG, so restrict it to it.
RFC because maybe it could?

PPC unfinished because it uses some odd CPUClass reuse, so I'd
need help from ppc folks.
