[RFC 4/8] s390x/pci: Introduce the ZpciOps structure |

As inftrastructure to introduce different PCI instruction handlers,
introduce the ZpciOps structure to contain function pointers for the
handlers. Add default handlers for the PCISTG, PCILG and PCISTB
instructions.
