... but the MSA instructions are not allowed.

Looking at '龙芯 3A1000 处理器用户手册 下册 GS464 处理器核 V1.4'
Chapter 3.22 'Config 3 寄存器(16,3)', Table 3-24, it seems the
MSA bit is not set (which would make sense to me since the
GS464 has the Loong-SIMD opcodes).

Can you confirm CP0C3_MSAP bit should not be set in the 3A4000
(actually, any GS464-based)?
