[PATCH 5/5] virtiofsd: Skip setup_capabilities() in sandbox=NONE mode

While running as unpriviliged user setup_capabilities() fails for me.
So we are doing some operation which requires priviliges. For now
simply skip it in sandbox=NONE mode.
