It looks like hw/9pfs/Makefile.objs may still have:
common-obj-$(CONFIG_XEN_BACKEND) += xen-9p-backend.o
instead of:
common-obj-$(CONFIG_XEN) += xen-9p-backend.o
... which builds like a charm.
