The main reason why I wanted to have it fully in the qemu tree is so that we 
can guarantee the qemu<->xenner interface is 100% private. I'm not sure how 
much it'll be in a flux, but I don't want to go through the hassle of defining 
stable ABIs where we don't have to :)
