Tried to format the qcow with another windows version but vista/ longhorn?

Vista is well known for their problems on formatting step with a variety of emulators. In their developer's page they say to format the virtual disk first with XP for use of vista under VPC.

Is this a 64 bits limitation on win32/mingw ? how can
