Qemu is LGPL, not GPL. So long as they link to it as a dynamic library which can be updated by the user independently of their program, there is no problem afaik.
There are a few GPL'd files in Qemu as well though: *-dis.c and dyngen.c. I guess the former are not strictly needed, and the latter is not linked in the final binary.
