I am using 2.0.1 versions on Linux. I just tried your version (on Linux) and get the same error message:
./issue.sps:173.1-173.12: error:
DESCRIPTIVES: DESCRIPTIVES is not allowed
inside DO IF or LOOP.
173 | DESCRIPTIVES
| ^~~~~~~~~~~~
error: DO IF: At end of input: Syntax error expecting END IF.
pspp-2.0.0-g5b54d1>
Entering the missing End If solved the problem and DISCRIPTION did work. But, as mentioned below, the strange thing is that you got an error message for that and I did not. My version is GNU pspp 2.0.0-g5b54d1. Is that the same that you are using?

Do you confirm you changed the line "SET FORMAT COMMA16.4" to "SET
FORMAT COMMA16.4." ?
