I don't know why PSPP fails to run. It sounds like you have a shortcut
that points to a damaged install or that you are trying to run software
that was compiled for a different OS/version.

I would try uninstalling it and then install the latest version from here:

http://pspp.awardspace.info/

You have a choice of 32- and 64-bit and both should work, but 32-bit
should work regardless of you computer, whereas 64-bit will only work if
you are using a 64-bit version of Windows (and your computer supports 64
bits; most do).

If you do run into trouble, it would be helpful to know the exact error
message.
