The building system is based on debian bullseye amd64. The setup of the build machine including the installed packages is described here:

The build includes the generation of all the build dependencies with John’s fabulous script. The installers are then copied to the download area and are available for download here:

I have not tested the windows installers. So if anybody with a windows machine is out there - maybe you could test the pspp windows version.
