and it says that need Mac OS X 10.12 or newer.
older PSPP version 1.0.11-1 or 1.2.0-2 say that needs Mac OS X 10.9.

It might be good to know that:
Apple Macbook Pro 17" doesn't support newer OS than 10.11.
and older not unibody Macbook Pro 15"s only support up to OS X 10.7. (and many users like OS X 10.6 more)
and Apple PowerMac G5 Quad 2.5Ghz only support up to OS X 10.5.
and some Apple Powerbook G4s only support up to OS X 10.4.
all of them are enough powerfull for PSPP.

I don't know does this help you build more compatible versions.

I can test PSPP with OS X versions 10.3-10.6 and 10.9 and 10.11.
