Your package is a native build isn't it?  And I know for a fact that it has (at 
least once) worked on Cygwin.

     
     Better would be:
     
     MSWindows
     
     
     and:
     Another windows version <http://pspp.awardspace.com/> (all downloadable
     files <http://sourceforge.net/projects/pspp4windows/files>)
     
     could beterre be:
     
     Current binary packages <http://pspp.awardspace.com/> (all downloadable
     files <http://sourceforge.net/projects/pspp4windows/files>)
