Do you mean an empty output window shows up immediately?  I agree
that behavior is a little odd.  It's not Windows-specific
behavior.  Feel free to file a bug and I will get to it before
0.8.

Do you mean that the menu item in the Edit menu and on the
toolbar shows up as "Go To Case"?  I do not see this, I see "Go
To Case..." here.
