Follow-up Comment #1, patch #6807 (project pspp):
I don't understand the rationale for this patch. Why would checking for
LC_MESSAGES or LC_PAPER have different results at configure time versus build
time? In other words, why can't we just change "#if HAVE_LC_MESSAGES" to
"#ifdef LC_MESSAGES" and drop the rest of the patch?
If there's a good reason to do it this way, then the #error line is
duplicated.
