Value labels for non-integer values

spss allows labels to be set for non-integers, eg:

value label x 1.5 'One and a half' 2.3 'Two point three'.

But this is rejected by pspp.  In fact, we seem to have explicitly
disallowed it (see line 170 of src/language/dictionary/value-labels.c)

Can anyone suggest a reason why we should disallow labels for
non-integers?
