Re: simpler-proc branch

I've never fully understood branching in CVS.   I hope you're
confident using it!  

I notice that your branch reverts to an older version of
src/libpspp/i18n.c which doesn't use the ICONV_CONST macro.  Was this
an oversight when merging, or was there a problem with that edit?
